The Annual Declaration on Compliance (ADC) is a crucial mechanism embedded in the Standards for RTOs to promote self-assurance. It requires RTOs to collaboratively review their compliance performance and provide evidence demonstrating their capacity to:
- Maintain compliance.
- Identify and rectify non-compliances.
The responsibility for completing the ADC rests with the RTO CEO.Â
ASQA’s approach to the ADC has evolved significantly. Previously, the data collected offered limited value. However, ASQA now leverages this data to shape its regulatory priorities. As a result, RTO managers and CEOs must place greater emphasis on the quality of the self-assessments that underpin their operations, outcomes, and continuous improvement efforts before submitting the declaration.
This online workshop is designed to equip participants with the skills and knowledge needed to establish and implement an effective compliance self-assessment system. Participants will learn to identify and address non-compliances through proven techniques for monitoring and documenting compliance. Our experienced facilitator, Javier Amaro, will guide you through best practices tailored for RTOs.

In 2023–24, ASQA undertook 379 performance assessments, with 60% (229) of these resulting in findings of non-compliance. This highlights the importance of thorough self-assessment and ADC submissions. Many RTO CEOs sign the ADC without adequate evidence of a comprehensive self-assessment of their compliance performance. Common challenges RTOs face include:
- Inadequate self-assurance systems.
- Insufficient compliance skills within staff.

Objective
By attending this workshop, participants will:
LEARNING
- Conduct a self-assessment of their RTO’s compliance performance under the Standards for RTOs, using provided tools and resources.
- Identify and document instances of non-compliance, detailing required rectification actions under specific operational conditions.
- Demonstrate the ability to produce evidence of compliance aligned with the Standards and ADC submission criteria.
- Implement a systematic approach to maintaining compliance through regular monitoring activities in real-world RTO environments.
APPLICATION
- Implement a compliance self-assessment process by conducting audits within their RTO under actual operational conditions and documenting the results with provided templates.
- Analyse collected data from feedback mechanisms, audits, and validations to improve compliance practices and ensure alignment with regulatory requirements.
- Apply new techniques for monitoring compliance performance and identifying gaps, focusing on measurable outcomes and frequency of application.
- Develop and execute updated compliance procedures to address identified non-compliance issues, achieving the required level of proficiency to meet ADC submission criteria.
