The Standing Council on Tertiary Education, Skills and Employment (SCOTESE) has\u00a0agreed to arrangements for the introduction of mandatory ‘Total VET Activity’ data collection and reporting by all registered training organisations (RTOs) to commence\u00a0from 2014.<\/p>

As a result,\u00a0registered training organisations must implement policies and procedures to collect full\u00a0Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS)\u00a0<\/strong>compliant records from their clients, for all training activity conducted from\u00a01 January 2014<\/span><\/span>.<\/p>

Each registered training organisation must then\u00a0report this data to the National VET Provider Collection\u2014managed by the\u00a0 National Centre for Vocational Education Research (NCVER)\u2014in early\u00a02015.\u00a0<\/p>

  What\u00a0are the ‘National VET Provider Collection’ data requirements?<\/strong><\/p>

  Every\u00a0RTO, with the\u00a0exception of those that meet certain exemption criteria,\u00a0must collect full AVETMISS-compliant records from all students each calendar year. Early in the following year,\u00a0the RTO must report data\u00a0to the NCVER.<\/p>

  Information on NCVER, the National VET Provider Collection and AVETMISS can be found on the\u00a0NCVER website<\/a>.<\/p>

  This reporting will commence in early 2015.<\/p>

  What is ASQA’s\u00a0role in this process?<\/strong><\/p>

  ASQA\u2019s role is to enforce providers’\u00a0compliance with these requirements as they relate to theStandards for NVR Registered Training Organisations 2012<\/em>\u00a0and the\u00a0Data Provisions Requirements 2012<\/em>.<\/p>

  ASQA also administers the exemption process for some providers.<\/p>

  Why is this required?<\/strong><\/p>

  Introducing enhanced reporting requirements for RTOs will improve the comprehensiveness and quality of data available about nationally recognised training in Australia.<\/p>

  The new, comprehensive data set will be used for a number of purposes, including providing information for the My Skills website, helping governments to develop more targeted policies and better direct funding to training priorities, helping state and territory governments to administer their entitlement schemes, and,\u00a0pending implementation of\u00a0the Unique Student Identifier, enable the creation of training transcripts for students.<\/p>

  A comprehensive National VET Provider Collection will provide a number of benefits for RTOs. Reporting\u00a0total\u00a0data to the National VET Provider Collection will\u00a0reduce the amount of other data that an RTO would separately be required to provide data to their\u00a0VET\u00a0regulator or to governments on an ad hoc basis.<\/p>

  When do these\u00a0requirements come into effect? Is there a transition period?<\/strong><\/p>

  While the changed collection and reporting requirements will take effect from\u00a01 January 2014<\/span><\/span>, transitional and exemption arrangements apply in certain cases.<\/p>

  SCOTESE has approved a\u00a012-month transition\u00a0grace period\u00a0<\/strong>that a registered training organisation may access if it is\u00a0not fully prepared to commence this data collection.<\/p>

  Are there any exemptions from these requirements?<\/strong><\/p>

  SCOTESE has also endorsed a range of\u00a0exemption categories<\/strong>\u00a0that may apply to certain RTOs, or relate to the delivery of certain training products.<\/p>

  SCOTESE\u00a0\u00a0has also agreed to limited exemptions for certain training provided by:\u00a0<\/p>

  • RTOs delivering nationally recognised\u00a0training that\u00a0has implications for national security or for\u00a0the safety\u00a0\u00a0of defence, border protection, customs, national security or police personnel<\/li>
  • RTOs delivering nationally recognised training (on a non-commercial basis) in order to deliver vital emergency, fire, first-aid, rescue or like services to the Australian community<\/li>
  • RTOs delivering identified\u00a0short standalone units or modules<\/li>
  • Enterprise RTOs delivering to existing staff or volunteers.<\/li><\/ul>

    What about existing requirements to report Quality Indicator data to ASQA?<\/strong><\/p>

    Until further notice, all\u00a0\u00a0RTOs must continue to report competency completion, learner engagement and employer satisfaction quality indicator data by the end of June each year.<\/p>
