This requires a fundamental change in mindset, leadership, and sector-wide collaboration.<\/span><\/p><p><span style=\"color: #000000;\"><strong>The Legacy of Symptom-Based Regulation<\/strong><\/span><\/p><p><span style=\"color: #000000;\">For decades, government responses to compliance issues have often resulted in <strong>rules that address surface-level problems rather than systemic weaknesses<\/strong>.
